With the increasing competition for getting into the best educational institutions of India, such as that of Indian Institute of Technology (IIT), it is becoming a huge challenge for the stakeholders in making the reputed education accessible for all.

Particularly in the technical field there is a massive gender gap. It is pretty evident that most of the engineering colleges, including IITs, do not have many girls. On an average, the ratio of male to female students on an IIT campus is 10:1 despite women performing significantly well in the JEE exams.

To encourage and uplift the talented girls of the country to step ahead, the Government of India introduced the supernumerary seats.

What are Supernumerary Seats?

To address the issue of under-representation of female students in all the pristine IITs, the Union Ministry of Human Resource Development, introduced the concept of ‘supernumerary’ seats in 2018.

By the literal definition, Supernumerary Seats implies for, “seats which are over and above the Sanctioned Intake approved by the appropriate authority and the Government, from time to time’.

In 2018, the rule stated that 14% of the total candidates admitted in a college should have female candidates. Also, they cannot be denied a seat if they are on merit ranking. In 2020, the count of supernumerary seats increased to 20% for female students.

Important Points to Note:

The Supernumerary seats are over and above the total number of seats a college intake.

Quota category seats or reservation of seats is different from supernumerary seats for female candidates.

This does not mean that the female candidate would not be eligible for the ‘gender-neutral’ or general seats.

A female and the male candidate with equal or lesser rank will get the same seat provided they satisfy the same eligibility criteria.

JEE Advanced Information Bulletin 2023: Supernumerary Seats

The information bulletin of JEE Advanced stated, “Following the directions of the Ministry of Education, Government of India and the decision taken by the IIT Council, supernumerary seats have been created for female candidates for improving the gender balance in the undergraduate programs in IITs.”

The bulletin further highlights the criteria on which the seats would be allocated. In regards to eligibility, these supernumerary seats will be offered to only those female candidates (Indian nationals and OCI/PIO candidates) who are deemed as qualified in JEE (Advanced) 2023, strictly on the basis of their performance in the JEE (Advanced) 2023.

The section regarding the supernumerary seats in the bulletin further reads, “The number of supernumerary seats in various programs will be decided by individual IITs ensuring that every institute has at least 20% female enrollment in the undergraduate program(s). The detailed procedure for implementation of the above shall be set out in the Business Rules of JoSAA 2023 (which will be made available subsequently on https://josaa.nic.in).”

In regards to the foreign candidates, the bulletin lists a cap of 10% of the total number of seats in every course. These candidates would be considered “outside the ambit of reservation of seats under the GEN-EWS, OBC-NCL, SC, ST, and PwD categories/sub-categories, as specified herein.

The bulletin clarifies that there would be no separate supernumerary seats or sub-categories for females in the foreign national supernumerary seats.

Another thing to be noted by the foreign national candidates from the bulletin is that, at the time of registering for JEE (Advanced) 2023, they are not required to write JEE (Main) 2023 and may directly register for JEE (Advanced) 2023 subject to fulfilment of all other eligibility criteria mentioned at the official website of JEE Advanced.
