In a landmark decision aimed at making medical education more affordable for Non-Resident Indian (NRI) students, the Rajasthan state government has approved a substantial cut in the fees for NRI quota seats in government medical colleges under the RajMES (Rajasthan Medical Education Society).

What’s Changed: New Fee Structure

The annual fee for NRI seats has been reduced from approximately ₹31 lakh to ₹23.9 lakh, effective from the 2025-26 academic session. This is a decrease of nearly ₹7 lakh.

Earlier, fees were linked to the US dollar and escalated by about 5% each year, which caused costs to soar.

Why the Change:

Many NRI seats were going vacant because the fees had become prohibitively expensive. Rather than leaving them empty, the government was converting those to management quota seats, which charged much lower amounts (~₹9 lakh), leading to revenue losses.

The fee reduction is expected to make NRI seats more attractive and hence fill up the seats, increasing utilization and stabilizing revenue streams for medical colleges.

Key Details:

The restructured fee is ₹23.9 lakh/year per seat under the NRI quota in RajMES colleges.

The allocation of seats remains: 15% of seats are under the NRI quota in RajMES colleges; the remaining are under government quota (50%) and management quota (35%) respectively.

Rajasthan has 31 government medical colleges (including AIIMS Jodhpur and ESIC Alwar) with a total of 4,326 MBBS seats.

Benefits & Implications:

1. More Accessible Education for NRI Students:

The large fee drop reduces financial barriers, making medical education in Rajasthan more feasible for NRI students or their sponsors.

2. Improved Seat Utilization:

With more reasonable fees, vacant NRI seats are likely to be filled, which helps the colleges and the state recover revenue they were losing earlier.

3. Stabilized Revenue for Medical Colleges:

Even though fees are reduced, filling up empty seats can lead to better total revenue than having seats that remain unfilled. The government estimates a potential boost of around ₹45 crore from this move.

4. Predictability Over Volatility:

Moving away from a fee tied to the US dollar and annual escalations helps both students and institutions by reducing fluctuations and uncertainties.

5. Balanced Reform:

The reduction has been presented as a “balanced reform” — cutting fees to support students, but not so drastically that it jeopardizes institutional finances.

Notable thing:

Even with the reduction, fees under the NRI quota remain significantly higher than government- or management-quota fees. Students and families should still plan financially, considering tuition, accommodation, materials, etc.

Eligibility under the NRI quota, counselling process, and documentation remain the same as earlier (NEET results, etc.).

Since this is a relatively recent change, always verify current fee notices from the medical colleges or RajMES to account for any updates or related rules.

The Rajasthan government’s decision to reduce the NRI quota fees in medical colleges by nearly ₹7 lakh is a major step toward making medical education more accessible to overseas Indians. While the fees remain substantial, the new structure is likely to ease financial burdens, improve seat usage, and generate better revenue outcomes for the state. For many NRI students, this could be the difference between pursuing a medical career in India or looking abroad.

The first overseas campus of the Indian Institute of Technology, Delhi (IIT-Delhi) to establish in UAE’s capital Abu Dhabi.

The Centre had announced to establish an overseas campus of IIT Delhi in Abu Dhabi, UAE, under the India-UAE trade agreement on 18th February 2022. Since then, the two parties have been in contact to discuss the measures for implementing the plan.

During his day-long visit to UAE, the honourable Prime Minister of India, Mr Narender Modi, Indian Institute of Technology (IIT) Delhi, signed an agreement to establish a campus in Abu Dhabi, United Arab Emirates (UAE) with the education ministry, Abu Dhabi department of education and knowledge.

IIT-Delhi will become the second institute among the other IITs of the country to start its international campus overseas after IIT Madras, which is likely to begin its classes in Tanzania in the October of this year. Alongside Tanzania, IIT Madras is likely to begin its operations in Sri Lanka and Nepal in the coming few years.

In addition to IIT-Delhi and IIT-Madras, IIT-Kharagpur will also establish its campuses overseas. IIT-Kharagpur will set up a campus in Malaysia. On the other hand, IIT-Madras will begin its operations in Sri Lanka, Nepal and Tanzania.

IIT-Delhi New Curriculum

According to a ministry of training official, IIT-Delhi is implementing a new curriculum from the 2023 academic session that will introduce the same in its UAE campus from September 2024.

IIT Delhi’s Abu Dhabi campus aims to set a new precedent in leveraging the power of knowledge to drive shared prosperity and contribute to global advancements.

The new UAE campus will provide a diverse range of educational programs, with Master’s courses scheduled to begin in January 2024 and Bachelor’s courses set to start in September of the subsequent year.

The Royalty Benefit:

Previously, an Indian Central Government Panel proposed that IITs that open overseas campuses be eligible for a royalty for using the brand name. In addition, it recommended that the world’s best governance system, including the governance structure of IITs, will be adopted for these institutes.

The 17-member panel headed by the IIT council standing committee chairperson K Radhakrishnan said, “The adopted governance structure should be formulated such that while the connection with the mentoring IITs is sustained, any approval or sanction from the mentoring IIT or Indian government should not be required.”

It further recommended: “The establishing IIT (in India) should get something back from the institute overseas. For example, there could be royalties for using the IIT brand. In addition, there should be safeguards for preserving the IIT brand in the long run. Every effort should be made to ensure that the IIT brand is not diluted.”

On the occasion of the signing of the MoU between IIT Delhi and the Education Ministry of UAE, the Union Education Minister of India, Mr Dharmendra Pradhan, expressed his congratulations to IIT Delhi for signing a Memorandum of Understanding (MoU). He tweeted, “IIT Delhi campus in UAE stands as a shining example of innovation and expertise in New India. It symbolises the strong friendship between India and UAE and will establish a new paradigm for utilising knowledge to drive mutual prosperity and global welfare, as envisioned in the National Education Policy (NEP).”

Earlier, the government had announced its plans to establish the first Indian Institute of Technology (IIT) campus outside of India in Zanzibar, Tanzania. This collaboration with the Tanzanian government will facilitate undergraduate and postgraduate programs in engineering, science, and technology.

The announcement solidifies the efforts of IIT-Delhi towards becoming a global brand.

The Director of the Institution, Mr V Kamakoti, in his presidential address at IIT Madras’ 64th Institute day, announced that the classes in Tanzania campus are expected to start by October 2023.

Indian Institute of Technology Madras (IIT-Madras) will set up its first overseas campus in the African continent. After the confirmation of IIT Delhi to set up its campus in Abu Dhabi, UAE and IIT Kharagpur to set up its campus in Malaysia, IIT Madras delegation visited Tanzania to set up its first overseas campus in Africa.

Earlier, the Center had made a 16-member committee headed by IIT Council standing committee chairperson Dr K Radhakrishnan to work on the possible roadmap for the expansion plans of IITs.

Following that, a team of five distinguished professors of IIT Madras – Professor Raghu Rengaswamy, Professor KN Satyanarayana, Professor Preeti Aghalayam, Professor Livy Philip and Professor Annamalai Mani visited Tanzania with the mission to establish its first overseas campus.

Mr Binaya Pradhan (An Indian diplomat and High Commissioner of India) tweeted that the establishment of an Indian Institute of Technology (IIT) in Tanzania can be instrumental in the growth and nation-building of not only Tanzania but the entire continent.

On Twitter, Binaya Pradhan quoted, “IIT in Tanzania moving fast towards reality, the team of 5 Professors from IIT Madras visiting Tanzania; had excellent meetings in Zanzibar with HE President, Dr Hussein Ali Mwinyi, and Minister of Education HE Lela Muhamed; with Minister of Education of Tanzania HE Adolf Mkenda.”

Furthermore, he also thanked authorities for their support towards the project. “This would be the first IIT to be set up in Africa and can be instrumental in the growth and nation-building of not only Tanzania but of the continent; sincere gratitude to HE President of Zanzibar, Dr Hussein Ali Mwinyi, for his constant support for the project,” tweeted Pradhan.

Last year, Mr Dharmendra Pradhan (Union Education Minister) conducted a series of bilateral meetings with his counterparts from Zimbabwe, Mauritius, Tanzania, and Ghana to strengthen bilateral relations by making knowledge and skills collaborations a key pillar for growth. He also discussed the support provided by India for the IIT project in Tanzania with Lela Muhamed Mussa (Zanzibar’s Minister for Education and Vocational Training)

An overseas campus of IIT Madras in Tanzania is among the options of the central government’s projects as it works on a plan to ensure that the country’s premier engineering institutes have a presence on the global map.

IIT Madras Director, Prof V Kamakoti, said that apart from Tanzania and other African countries, the institute has also received requests from Nepal and Sri Lanka for setting up overseas campuses to offer courses in emerging areas, including artificial intelligence, data sciences and energy systems.

Prof Kamakoti said, “IIT Madras is in discussions with multiple countries, including Tanzania, regarding offshore campuses. We are considering many of these places. For African countries, programmes in mining are very important. In Nepal, there are demands for courses on energy systems. Courses in data sciences are in demand everywhere,”.

“We are looking at what sort of courses can be offered. There may be some country-specific courses on offer, as for some countries, some topics can be of relevance. We will be arriving at different models based on feasibility, employment potential in those countries,” He further commented.

While they may offer postgraduate courses initially in the proposed overseas campuses, the idea is to scale them up to the flagship undergraduate degree programmes offered by the IITs. IIT Madras benefits from its position as an Institution of Eminence while expanding overseas.

Apart from JEE Advanced scores, Scholastic Assessment Test or SAT scores might also be considered for admissions at the UG level. The usage of SAT scores for UG admission was suggested by IIT Delhi in its proposal to set up campuses in Egypt and Saudi Arabia. According to the proposal, the overseas campus will provide four-year UG programmes with a yearly intake of up to 240 students in four branches depending on SAT results. However, the proposal remains pending with the government.

Prof Kamakoti said, “As far as postgraduate programmes are concerned, we have our own entrance test and interview. The mechanism is well established. For UGs, we are looking at multiple options,”.

Moreover, UGC has already approved a joint degree model under which every higher educational institute, including the IITs, can collaborate with foreign universities to offer degrees.
